My first instinct is that it is parivte information. You may be able to contact your local DMV or do a public record search on the internet but I don't think it will work. The only thing a VIN number is tied to is the car and the persons auto insurance if your state requires it. Good luck to you!

First thing might be to try a vin check, not sure that you can legally get that info at DMV, but a helfpul friend in the PD can maybe run it for you to see if the car is at least still registered, and in what town. Or, use a private investigation agency. Most of those guys are retired PD of some kind, and also have access to a lot of databases.

that is a tough one. if you have a friend that is a poilce officer he could put the vin number in and that should show the last location of the vehicles owner. i recommend that first if you know any local law enforcement that would be willing to help. once you have the vehicles owner, if he will even do that for you. call information get an adress or phone number and try to contact them. that is the only way i know. maybe there is another way. good luck
